regular Extradition Treaty

In the meantime we are asked whether W. Chamberlain sees any objection to

Fugitive Rendition 4. Japan

Offering an Agreement, providing (a) for surrender of Japanese criminals found in Hong Kong and (b) for British Criminals including they found in Japan.

The only possible objection to this then from a Hong Kong point of view is that China might want a Treaty, and might agitate for relaxation of the conditions which we have always found it necessary to impose regarding the surrender of Chinese fugitive criminals. Besides, I cannot imagine that readily Japan would accept such a limited arrangement.
